The City of Thorold Council, at its meeting held on February 3, 2026, passed the following resolution respecting support for the declaration of a Provincial state of emergency on homelessness, mental health, and addiction.

In partnership with community organizations, the Mental Health and Addictions Program offers services that promote recovery through timely access to quality, evidence-informed care that reflects the physical, emotional, spiritual, cultural and social needs of all patients and families seeking help for mental health and addictions.

Addiction and Withdrawal Management Programs - Niagara Region
Support agencies offer counselling, treatment, information and phone line support. Youth, adults and family members can access this program designed to help individuals and their relatives / significant others with alcohol, drug and gambling problems.

Crisis Outreach and Support Team - Canadian Mental Health Association Niagara
When someone is feeling alone, maybe considering suicide, wants to reach out and connect with another human being, it is important to provide services to meet their needs.
This means more than just emergency departments.
In Niagara, our comprehensive and coordinated crisis response system incorporates mobile teams, safe beds and direct links to mental health and addictions services in our community.
Crisis Outreach and Support Team - The Niagara Regional Police Service
The Niagara Regional Police Service Crisis Outreach and Support Team (COAST) provide outreach and support to Niagara residents who are in crisis with mental health issues. The team is comprised of health care professionals and Niagara Regional Police Officers who are trained in mental health and crisis intervention.
Ontario Structured Psychotherapy Program - Canadian Mental Health Association Niagara
The Ontario Structured Psychotherapy (OSP) program provides access to free, evidence-based psychotherapy and related approaches for individuals 18+ with depression, anxiety and anxiety-related concerns.
