The City of Thorold is guided by strong leadership and a commitment to transparent, accountable governance. Through the work of Council and municipal staff, the City delivers programs, services, and policies that support a growing and vibrant community.
Thorold’s City Council, made up of a Mayor and eight Councillors elected by the community, provides direction on priorities such as strategic planning, budgeting, and community development. Working together with staff, Council helps shape the future of the city while ensuring decisions reflect the needs and interests of residents.
City Administration is responsible for carrying out Council’s direction and overseeing the day-to-day operations of municipal services. Led by the Chief Administrative Officer, staff work collaboratively across departments to deliver efficient, responsive, and high-quality services that enhance quality of life in Thorold.
The City is also committed to openness and public engagement. Residents can attend Council and Committee meetings, access agendas and minutes, and participate in local decision-making processes. Boards and advisory committees provide additional opportunities for community members to share their perspectives and help guide initiatives that shape the city’s future.
From legislative services and records management to elections, licensing, and public engagement, the Council and Administration team works to ensure that municipal government remains accessible, transparent, and responsive to the community it serves.
