Please note: The City of Thorold has an obligation under the Municipal Freedom of Information and Protection of Privacy Act, R.S.O. 1990, to protect personal information and ensure against unauthorized disclosure. For this reason, if you are contacting the City to obtain information respecting your property, including but not limited to information respecting water, property tax, and by-law matters, City staff may request information to verify your identity to prevent against unauthorized disclosure to third parties. The City verifies identity by confirming information we have on file. City staff will only provide account information to the owner of the property, unless the owner has provided written authorization that has been documented by the applicable department.

The 2026 Interim Tax Bill will be mailed on or before February 6, 2026.  If you do not receive your bill by February 16, 2026, please contact the Tax Clerk at 905-227-6613 ext. 235 or by emailing Taxes@thorold.ca as soon as possible. Failure to receive notice does not relieve taxpayers of the responsibility to pay taxes or associated late payment penalty and interest.

The 2025 Final Tax Bill, which covers the last two instalments, will be mailed on May 9, 2025, one month earlier than usual.  This early mailing is being done to help ensure timely delivery in the event of a potential Canada Post strike scheduled for May 22, 2025.  

 

Please note Instalment due dates will remain unchanged.  Following are the due dates for both instalments:

Instalment 1: Monday, June 30, 2025 by 4:30 p.m. 

Instalment 2: Friday, August 29, 2025 by 4:30 p.m.

When will I receive my tax bill?

The City issues 2 tax bills every year with 2 installments due on each bill.

  • Your first bill is called the Interim Bill and is sent out in February
  • The interim bill has 2 installment due dates at the end of February and April.
  • Your second bill is called the Final Bill and is sent out in June. 
  • The Final Bill also has 2 installment due dates at the end of June and August.

How are my property taxes calculated?

Property taxes are calculated using the tax rate times the assessed property value. The current tax rates can be found at: Tax Rates - City of Thorold.

Why can’t the City do anything about my assessed property value?

The Municipal Property Assessment Corporation (MPAC) is responsible for placing an assessed value on all properties in Ontario, not the City of Thorold. For more information, please visit ‘Appeal your Assessment’.

How do I pay my tax bill?

How do I pay through on-line banking?

For payments through online banking, add a new payee & search “Thorold”. Please use your roll number as your account number. Your roll number has 15 numeric digits, no spaces, no hyphens, no commas. (eg 000123123450000)

How can I request a tax statement?

Requests can be made online at Taxes - City of Thorold. In person requests can also be accommodated by visiting City Hall. Please ensure you bring photo ID. The cost for a statement is $5 per year per property and will be added to your account automatically if not paid in person.

What is the cost for requesting a tax certificate to be used for the sale/purchase of a property?

The cost of a tax certificate is $40.00 and is normally requested by your lawyer.

I am selling/purchasing a home in Thorold – what do I need to do?

On or after your closing date the purchaser’s lawyer should provide a copy of the transfer deed to the Tax Department in order for us to update ownership records. We require a copy of this legal document in order to change the ownership on your property. Your lawyer can send the copy of the deed to taxes@thorold.ca.

How would I give access to my Property Tax account to someone other than a listed owner, eg, son or daughter or property management company)?

The City requires written authorization from the owner(s) of the property to give someone other than the owner(s) access to request information or modify information such as the mailing address or PAP information.

Newly built or renovated homes and supplemental property tax bills

I’ve paid my property tax bills for the year but now I’ve received 3 more bills in the mail, why?

These are supplemental tax bills based on the reassessment of your property for value of your newly built home or renovation. MPAC would have also sent an Assessment Notice notifying you of the additional assessment for the newly built home or renovation. The City prepares the supplemental property tax bill based on this additional assessment.

The original property tax bill for the year was based on the assessment on your land only or pre-renovated value of your property. Next year, your property tax bill will reflect the new assessment value and you will receive only the interim and final property tax bills.

Why am I being billed for 2 previous years for supplemental assessment?

The Assessment Act specifies that MPAC can assess the property for the current year and 2 years prior, resulting in 3 bills received by the taxpayer all at once.

What are my payment options?

There are typically two installment dates for the supplemental property tax bills. Typically, taxpayers will set funds aside during this 3 year waiting period in order to pay for the additional tax bills.

The City's tax rate is set annually by Council through the budget process. The tax rates applied to your property will depend on the property classification (e.g. residential, commercial, farm) as determined by MPAC.  For detailed tax rate information, please visit Tax Rates.

Additionally, tax rates set annually by the Region, the school boards, and the Niagara Health System are also included on your property tax bill

The Municipal Property Assessment Corporation (MPAC) is responsible for placing an assessed value on all properties in Ontario. If you have questions regarding your assessment or you feel it is incorrect, please visit our Assessment Inquiries page.

If the property you own is under construction, being renovated or is a newly constructed building, you may not be fully assessed for property tax purposes. If the change to the property was not processed on the assessment roll by January 1st, you will be issued a supplementary tax bill(s) in the future.  The Municipal Property Assessment Corporation (MPAC) can assess your property value for the current year plus previous two tax years for such changes and you will be issued a supplementary property tax bill based on the MPAC assessment changes for the current year plus the previous two tax years.  These bills will be issued upon receipt of the necessary assessment information from the Municipal Property Assessment Corporation and may be payable in less than two installments. Depending on the determined assessment, the additional property taxes may be in the thousands of dollars

 

If you have purchased a newly constructed home for which the current tax assessment is based solely on the value of the land, please note that MPAC will be assessing your property for the value of the constructed home.   Supplementary tax bills for will be processed by the City when the assessment change information is received from MPAC.

While your tax bill is issued by the City of Thorold, your tax bill also includes charges collected on behalf of the Region of Niagara, the Niagara Region school boards, and the Niagara Health System. The charges collected on behalf of the Region, the school boards and the Niagara Health System are remitted to the various organizations.

Property tax bills are normally issued twice per year. The interim bill is prepared in February and the final bill is prepared in June. Each bill is payable in two installments with due dates on, or about the last business day of the following months:

Interim bill: February and April

Final bill: June and August

Payment must be received at City Hall no later than 4:30pm on the due date. Upon default of any tax installment, interest at a rate of 1.25% per month is added on the first day of each month thereafter. The Tax Clerk has no authority to waive penalty and interest for any reason, whatsoever.

Taxes in whole or any unpaid part thereof are due from the owner originally assessed and from any subsequent owner. Failure to receive a tax notice does not excuse the responsibility for payment of taxes and penalty. Municipal Act section 381(4) states that the Treasurer is not required to ensure that a notice/bill that was properly sent is received by the person to whom it was sent.  It is the responsibility for the tax payer to know the due dates and ensure that instalments are paid on time.  Upon default of payment, the entire installment amount or any balance owing becomes immediately due and payable and may be collected as permitted by legislation.

Tax certificates are processed upon lawyers' request. The request must be in written format and accompanied by the $40 fee. Tax certificates are processed on a daily basis once payment is received.

To ensure the protection of personal information, property tax account inquiries will only be discussed with the property owners or authorized agents on file. Confirmation of identity, including specific information from the prior year's tax bill, will be required with every request for information.  

If you would like to request a copy of your property tax bill or a statement of your property tax account, please fill out a Request for Property Tax Bill Copy or Statement form. Please note, there is a $5 fee for each copy of a property tax bill or statement of property tax account. The fee will be automatically added to your property tax account when the form is submitted.
