Building Permits

All building permit applications are now being accepted at the Planning and Building Services offices located at 8 Carleton St. S., 2nd Floor, Thorold ON L2V 5C2

When a building permit is required, the permit must be issued and in the possession of the Property Owner prior to the start of any construction activity.

Submit a completed application form with two (2) sets of scaled construction drawings for residential projects and three (3) sets of scaled construction drawings for commercial/industrial projects, including proposed site plan referencing and an up-to-date survey. The type of plans required vary depending on the type and size of project. 

Building Permit Application Payment Options 

Please read below to choose a building permit application payment option. For further assistance, please call the Building Division at 905-227-6613 ext. 277 or visit us in person at 8 Carleton St. S. 2nd Floor, Thorold ON L2V 5C2.

 Cheque in Person
Bring a cheque made payable to City of Thorold, to the Planning and Building Services offices.  Include a completed full hard copy permit application with completed drawings and documents.
 Cash or Debit in Person
  1. Bring a completed full hard copy permit application with drawings and documents to the Planning and Building Services.
  2. Planning and Building staff will assist you in completing the Plans Examination Deposit Form
  3. Take the completed Plans Examination Deposit Form to City Hall located at 3540 Schmon Parkway and pay at the Cashier's Desk
  4. After payment, email a photo of your receipt to building@thorold.ca
  5. Your submission will be considered complete upon receipt of payment confirmation via email and the review process will begin.
Canada Post Mail In

If you are unable to submit your application in person during office hours, you many send it by mail. A completed permit package must include: 

  • One (1) set of supporting documents
  • Two (2) sets of drawings of residential projects
  • Three (3) sets of drawings for commercial / industrial projects
  • A cheque made payable to City of Thorold for the Plan Examination Deposit
