Planning Applications
Persons intending to submit a planning application for a proposed development are strongly recommended to consult with City staff prior to submitting their application by submitting a Pre-Consultation Application from the link below:
Pre-Consultation meetings are held as needed basis. After receiving completed comments from City staff, departments, and external agencies, please contact the planning department to arrange this at Planning@Thorold.ca
A Pre-Consultation meeting is strongly recommended for the following applications:
- Official Plan Amendment
- Zoning By-law Amendment
- Plan of Subdivision
- Plan of Condominium
- Site Plan Approval
- Consent / Severance
Submission Requirements for a Pre-Consultation
- Completed Application Form with detailed description of proposed development
- Concept sketch / site plan
