Overview
A Zoning By-law Amendment Application has been submitted to rezone the Subject Lands, Phases 17 and 19-22, in the Rolling Meadows Secondary Plan area. In July 2023, the City approved revisions to the Draft Plan of Subdivision (previously phases 17-21, now phases 19-22), City File No. D12-04-2022, which was appealed by Hydro One Networks Inc. regarding encroachments into existing Hydro One easement lands. Ontario Land Tribunal (OLT) Decisions 23-000765 and 23-001131 resulted in a revised draft plan dated May 22, 2025 and this Zoning By-law Amendment is required to implement those revisions for Phases 17 and 19-22.
The application was first circulated in April 2025 for parts of Phases 19-22 and has since been updated to include the entirety of Phases 17 and 19-22. Within Phase 17 of the OLT-approved Draft Plan of Subdivision several lots will be rezoned to address lot frontage deficiencies. Within Phases 19-22 a block along the south of the property will be zoned as Future Development (FD) and lands within the Hydro One easement corridor will be zoned Open Space – Parks and Recreation (OS1).

If you wish to provide oral comments at the Public Meeting, please register in advance by filling out the online form at the button below or by calling 905-227-6613 during regular business hours prior to Thursday, June 18, 2026 at 4:30 p.m. Once you register, you will be provided information on how to make your submission at the Public Meeting through electronic participation. Those who do not register before the deadline may attend the meeting and speak after all registered speakers have presented.
You may participate either in person in the Council Chamber at City Hall (3540 Schmon Parkway, Thorold) or virtually over Zoom. To participate virtually, you will need access to either a computer with internet service or a telephone.

Legal Notice
If a person or public body would otherwise have an ability to appeal the decision of the City of Thorold to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Thorold before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting, or make written submissions to the City of Thorold before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
If you wish to be notified of the decision of the City of Thorold in respect of the proposed Zoning By-law Amendment, you must make a written request (include your name and mailing address) to the City of Thorold, P.O. Box 1044, 3540 Schmon Parkway, Thorold, Ontario L2V 4A7.
If applicable, the City requests that this notice be posted by the owner of any land that contains seven or more residential units in a location that is visible to all of the residents.
