Urgent Support for Mayor Campion and the City of Welland’s Call for Reform
Dear Prime Minister Carney,
I am writing to express my strong support for Mayor Frank Campion’s and the City of Welland’s recent call for urgent reform to address the growing concerns surrounding violent crime and repeat offenders who face little to no consequence for their actions.
Mayor Campion has given voice to what many municipal leaders, frontline workers, and residents are facing: a troubling rise in violent incidents involving individuals who have repeatedly cycled through the justice system without meaningful intervention. This persistent pattern threatens public safety, erodes community trust, and places immense pressure on local law enforcement and support services.
To restore safety and confidence in our communities, the federal government must take decisive action. Key reforms should include:
• Stronger bail and sentencing provisions that prevent violent repeat offenders from being released back into the community, particularly when there is a clear and ongoing risk to public safety.
• Measures to ensure that public safety is prioritized in bail and sentencing decisions, reinforcing accountability and protecting citizens from preventable harm.
• Eliminating parole eligibility for violent sexual offenders, recognizing the severity of their crimes and upholding justice for victims through firm consequences.
Communities across the country are demanding change. Now is the time for federal leadership to respond with the urgency and resolve the crisis demands.
Sincerely,
Terry Ugulini
Mayor, City of Thorold
