Notice of PIC #2: Waste and Wastewater Master Plan & Stormwater Management Master Plan
The City of Thorold is undertaking two (2) projects to develop a Water and Wastewater Master Plan as well as a Stormwater Management Master Plan. The studies will complete a comprehensive assessment of the water distribution system, wastewater collection system, and stormwater infrastructure. The outcomes of the studies will establish the short- and long-term vision, strategy, and policies to support the sustainable management and enhancement of Thorold’s water, wastewater, and stormwater infrastructure.
The City updated its Pollution Control Plan in 2013 and the City Wide Water Service Master Plan in 2019 and intends to develop a new combined Water and Wastewater Master Plan to address long-term growth needs. The City does not currently have a Stormwater Management Master Plan so this plan will help the City develop a strategy that will provide stormwater services to support citizens and businesses while protecting the environment.
This Master Plan study is being completed in accordance with the requirements of the Municipal Engineers Association (MEA) Class Environmental Assessment (EA) process for Master Planning. The study is following Approach 1 and will satisfy Phases 1 and 2 of the Class EA process for Master Plans. The City encourages the public and stakeholders to actively participate throughout this Class EA process.
The project team is hosting a second public meeting to provide details about the Water and Wastewater Master Plan and Stormwater Management Master Plan. The public meeting will provide the public an opportunity to share comments and concerns and will provide information about study progress, the process used to decide possible solutions, and the preferred servicing strategies. Members of the project team will be available at the public meeting to answer questions and discuss study progress to date.

The study is being conducted according to the requirements of the Municipal Class Environmental Assessment, which is a planning process approved under Ontario’s Environmental Assessment Act.
