Notice of Passing of Zoning By-Law Amendment : 1674 Kottmeier Road (FILE NO. D14-03-2024)

TAKE NOTICE that the Council of The Corporation of the City of Thorold, at its meeting on November 18th, 2025, passed By-law No. 96-2025 to amend Zoning By-law 60-2019 in accordance with Section 34 of the Planning Act, for the lands legally known as PLAN TWP PT LOT 188 PLAN TWP PT LOT 189, Township of Thorold with consideration of all submissions made to Council before its decision.

By-Law No. 96-2025 rezones the subject lands Parts 1 and 7 to Special Provision Agriculture (A-111), Part 2 to Special Provision Rural (RU-110) Zone, and Part 3 to Special Provision Rural (RU-109) Zone.

The last date for filing a Notice of Appeal is Thursday, December 11, 2025 at 4:30 p.m.

A notice of appeal must be filed with the Clerk of The Corporation of the City of Thorold. The notice must set out the reasons for the appeal and must include the fee required by the Ontario Land Tribunal (OLT) for such an appeal. A certified cheque or money order made payable to the Minister of Finance must accompany the notice of appeal. A copy of an appeal form is available on the Ontario Land Tribunals website.

Only individuals, corporations and public bodies may appeal a by-law to the OLT. A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf.

No person or public body shall be added as a party to the hearing of the appeal unless, before the by-law was passed, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the OLT, there are reasonable grounds to add the person or public body as a party.
