Notice of Hearing : Parkland Dedication By-Law

TAKE NOTICE that the Council of the City of Thorold intends to pass a By-law at a future Council Meeting, under Section 42 of The Planning Act, R.S.O. 1990, as amended.

Council will consider a new Parkland Dedication By-law in order to better address the City’s parkland dedication authority.

The City currently does not have a Parkland Dedication By-law. City policy 510-07, which was passed in 1991, fails to address updated provincial regulations as well as regional and municipal policies as it relates to the dedication of parkland.

The proposed Parkland Dedication By-law adds provisions which will allow the City to collect additional conveyances of land for higher density residential development at the time of draft approval as well as non-residential developments, as prescribed by the City of Thorold Official Plan (2016) and The Planning Act, 1990.

The collection of cash-in-lieu payment, as an alternative to the collection of land, will occur at the Building Permit stage and not at the time of a planning application.

A statement of notice of objection to the by-law may be served on the Clerk via email (Nicholas Debono, City Clerk –clerk@thorold.ca) or using the address below within seven (7) days after the date of this publication of the Notice of Hearing of the consideration for a by-law, being September 9, 2025.
