Notice of Community Open House #2 : Hydro One Welland Thorold Power Line
Hydro One has selected the preferred route for the proposed Welland Thorold Power Line, a new project that once built, will help meet electricity demands and support future growth in the Niagara region.
Route selection
Since November 2024, we have been conducting a Class Environmental Assessment (EA) under Ontario’s Environmental Assessment Act to build a new 230-kilovolt, double-circuit transmission line. This proposed transmission line will extend from our existing Hydro One corridor in Thorold and connect into the Crowland Transformer Station (TS) in Welland.
As part of the Class EA process, we evaluated several route alternatives. These included using portions of an existing transmission corridor near Crowland TS, upgrading an existing transmission line between Crowland TS and Allanburg TS in Thorold, and building a new corridor north of Schisler Road in Welland. During our evaluation, we gathered environmental and technical data along with input from Indigenous communities, community members, elected officials, interest groups and businesses.
Based on this information and the feedback we received, route segments A1, B2 and C1/C2 have been selected and together make up the the preferred route for the new transmission line (see map below).

Planning process
The Class EA is expected to be complete at the end of 2025. The project will also require approval from the Ontario Energy Board under Section 92 (Leave to Construct).
