Meetings

City Council generally meets every third Tuesday at 6:30 p.m. unless otherwise noted. All Council Meetings are open to the public in-person in Council Chamber, or can be watched on City of Thorold's YouTube channel

Agendas

Council agendas for all regular meetings are available to the public and are posted on the Thursday prior to the Tuesday meeting.  Meeting minutes are uploaded once approved by Council at the following Council meeting. Council Weekly Correspondence

Council's weekly information package is compiled by the City Clerk and circulated pursuant to section 10.6 of the City's Procedural By-law. No. 26-2021. Items may include internal informational communications in memo format, minutes from board and committee meetings, public correspondence, and correspondence from external bodies including other municipalities and levels of government. Items contained in the package are for information only and do not require a decision from Council. If a Councillor prefers to have an item of correspondence dealt with by Council, they can do so by contacting the City Clerk to have it placed on the appropriate agenda. Council Weekly Correspondence Distributions (CWCD) can be viewed on the City's Council Committee Calendar.

Delegating or presenting at Council

You may attend the meeting as a delegation, should you wish to speak to an item on the agenda.

Request to appear for matters to be listed on the Council agenda are to be submitted to the City Clerk before 4:30 p.m. on the Monday immediately preceding the scheduled Council meeting.  Delegations are limited to 10 minutes for their presentation.

If an individual appears as a delegation before Council, a further deputation from the same individual concerning the same topic(s) will not be permitted unless there is significant new information to be brought forward, subject to approval by the Mayor or City Clerk.  Specific new information must be presented in writing for consideration.

Public Meeting held under the Planning Act

You may attend a Public Meeting held under the Planning Act, should you wish to provide your comments on the meeting topic.

Please register via this form no later than 4:30 p.m. on the Monday immediately preceding the scheduled Council meeting. The form will be sent to the City Clerk, whom you will receive a confirmation response from with confirmed meeting details.

Strong Mayor Powers

Mayoral powers under the Municipal Act

Under Part VI.1 of the Municipal Act, the Mayor has the following special powers and duties as the head of Council:
  • Appoint and dismiss the Chief Administrative Officer;*
  • Hire and dismiss certain City officials and determine the organizational structure of the City of Thorold;*
  • Create or dissolve committees of Council, appoint the Chairs and Vice-Chairs and assign their functions;*
    • A prescribed committee consists solely of members of Council;
  • Bring matters forward to Council for consideration that in the Mayor's opinion could potentially advance a prescribed provincial priority;
  • Veto by-laws if the Mayor believes it will advance a prescribed provincial priority;
  • Propose the Municipality's annual budget subject to Council amendments, a Mayoral veto, and a Council override process;
    • Budget shall be prepared on or before February 1st. If not, Council shall prepare and adopt the budget; 
  • Direct City staff in writing respecting the subject matter listed in section 284.3 of the Municipal Act.

* The Mayor may choose to delegate these specific powers and duties.

The Mayor is required to exercise these powers in writing and make them available to the public, subject to the Municipal Freedom of Information and Protection of Privacy Act. A public listing of Mayoral Decisions and Directives are available below.
