Notice of Passage : Development Charges By-Law
TAKE NOTICE that the Council of the City of Thorold passed Development Charges By-law No. 41-2024 at its meeting on the 28 day of May, 2024 under section 2(1) of the Development Charges Act, 1997, S.O., 1997 c. 27 (the “Act”), as amended, and that the Development Charges By-law came into effect on the third day of June 2024;
AND TAKE NOTICE that any person or organization may appeal to the Ontario Land Tribunal under section 14 of the Act, in respect of the development charges by-law, by filing with the Clerk of the City of Thorold on or before the 13 day of July, 2024, a notice of appeal setting out the objection to the by-law and the reasons supporting the objection. A processing fee will be payable to the City of Thorold’s Clerk’s Office with the appeal application. The appellant is advised to contact the Ontario Land Tribunal (formerly the Local Planning Appeal Tribunal and Ontario Municipal Board) to access required forms and applicable fees.
Schedule 1, below, provides the new City-wide and area-specific development charges imposed by the by-law. Map 1 delineates all applicable area with the City in which the area-specific charges are applied:

A copy of the complete by-law is available for examination at Thorold City Hall, 3540 Schmon Parkway, Thorold, Ontario, during regular business hours (weekdays from 8:30 a.m. to 4:30 p.m.) excluding statutory holidays.
