Water and Sewer Bills for Tenant Occupied Properties
Effective Oct 1, 2019, the City will be making changes to the content of courtesy tenant water/sewer bills and notices, and making changes to the billing of tenant accounts as a result of report DF2019-23 Tenant Bills Water-Sewer approval by Council on Aug 13, 2019.
Courtesy tenant bill and notice content
The City is removing all personal tenant information from water accounts due to privacy concerns. The City will continue to send the property owner a water/sewer bill and applicable notices. Courtesy water/sewer bill and applicable notices for tenants will continue to be sent to the service address but will now be addressed to “C/O Tenant.”
Billing of tenant accounts
As personal tenant information is being removed from water/sewer accounts, the City will cease final reads and account roll overs for change of tenants. The City will only finalize a water account when there is a change in ownership. It will be the responsibility of the property owner to calculate what the tenant(s) will owe based off their move in/out date.
Water and sewer charges are a property debt
As per the Municipal Act, 2001 Reg 581/06, fees and charges for the supply of water and for the use of a sewage system may be added to the tax roll and have priority lien status.
