Fire Prevention Division

The Thorold Fire and Emergency Services Fire Prevention Division is guided by the three lines of defense model; “public education, code enforcement, and emergency response”.

The Thorold Fire and Emergency Services  strives to protect the public from the risk of fire through proactive public education, fire code compliance inspections, complaint based inspection services and building plans examination. The Division consists of one Fire Prevention Officer.

The Fire Protection and Prevention Act, 1997 (FPPA) has been developed around the basic principles of fire protection in Ontario. The province and its municipalities share a partnership for fire protection.

Moreover, Section 2 (1) of the Fire Protection and Prevention Act, 1997 states that municipalities have a legislated responsibility to provide public education with respect to fire safety and certain components of fire prevention.

The Fire Prevention Division provides the following services, but not limited to;

• Fire code inspection requests
• Fire code alternative solution proposals
• Fire safety complaints
• Alcohol and Gaming Commission of Ontario inspections
• Fire route applications
• Fire safety plan review
• Risk and Safety Management Plans (propane storage facilities)
• Firework permits
• Pyrotechnics permits
• Burn permits
• Post Incident Investigations

The Fire Prevention Division also conducts plans examination in coordination with the Building Department for the following areas governed by the Ontario Building Code:

• Fire alarm systems
• Sprinkler systems
• Kitchen extinguishing systems
• Special extinguishing systems
• Standpipe systems
• Electromagnetic locking devices
• Portable fire extinguishers
• Water supply for fire fighting
• Fire access routes
• Hazardous substances
