Broderick Avenue Road Reconstruction
Overview
The City of Thorold, and through their consultant Associated Engineering (Ont.) Ltd., initiated a Government Property Class EA for the road reconstruction of Broderick Avenue between Westmount Avenue and West Street. Please note: Phase One section of Broderick Avenue Road Reconstruction project has been completed. We are now ready to start Phase Two between Westmount Avenue and Collier Road North.
The Class EA Study developed and evaluated a variety of road cross section improvements and replacement alternatives which considered the City’s Complete Streets design, active transportation accommodations and improvements to the geometric layout of the road, street lighting and overall aesthetics of the project area.
City Council approved and awarded the Broderick Avenue Phase One Road Reconstruction Project to Alfred Beam Excavating Ltd. on June 20, 2023. Alfred Beam Excavating mobilized construction equipment on site starting July 10, 2023. Reconstruction of Broderick Avenue Phase One, between Westmount Avenue and West Street, began on July 20, 2023 and was completed ahead of schedule on December 14, 2023.
City Council approved the budget for Phase Two of the Broderick Avenue Road Reconstruction Project on January 16, 2024.
City Council approved and awarded the Broderick Avenue Phase Two Road Reconstruction Project to Rankin Construction Inc. on May 28, 2024. The City of Thorold will kick-off Phase Two of this project on June 6, 2024. The mobilizing of construction equipment onsite will follow suit in the coming days/weeks. Construction is estimated to be completed by the end of year 2024.
Thanks to the Canada Community Building Fund
for contributing $622,000 towards Phase One and $775,000 to begin Phase Two
The key aspects of this work will include but not limited to the following:
- Preconstruction survey
- Construction layout
- Traffic control and equipment staging
- Storm sewer removal and replacement
- Concrete sidewalk and curb installation
- Asphalt milling and paving
- Pavement markings; and
- Roadway lighting
The Process |
In accordance with the Municipal Engineers Association’s (MEA) Municipal Class Environmental Assessment, this study has been carried out as a Schedule B. The preferred roadway design option was selected, and a detailed design was completed by Associated Engineering. Accommodations were made to include initial comments received at a Public Information Centre held on February 18, 2020. A total of four Public Information Centre's were held to listen to resident's feedback during the construction. Phase One was completed ahead of schedule on December 14, 2023. |

The City of Thorold is progressing to Phase Two of the Broderick Avenue Road Reconstruction. Following completion of Phase One, we are seeking input from residents for the next phase of reconstruction along Broderick Avenue between Westmount Avenue and Collier Rd N. The scope of the project for the Phase Two Broderick Ave Road Reconstruction includes; the replacement of an existing storm sewer, water main lowering, the reinstatement of sanitary and storm laterals, the replacement of existing sidewalks and curbs, as well as, the installation of new asphalt pavement, a new raised boulevard median, retaining wall and the installation of new roadway lighting. The Phase Two construction work will follow the same road cross-sections applied on Phase One.
