Municipal Class Environmental Assessment Reconstruction of St. David's Road and Townline Road:

The City of Thorold has completed a Class Environmental Assessment study for the reconstruction of St. David’s Road and Townline Road between Collier Road / Burleigh Hill Drive and Front Street, bordering the cities of St. Catharines and Thorold.

The project was completed as a Schedule “B” project in accordance with the Municipal Class Environmental Assessment (October 2000, amended in 2007, 2011 & 2015).  As such, public and technical agency consultation played a key role in developing the study recommendations.

In addressing the need to reconstruct the road, the study considered: geometric and operational improvements to the St. David’s Road and Townline Road intersection; improved pedestrian and cyclist amenities; extension of Townline Road to Merritt Street/Ormond Street North; and an active transportation connection to the Welland Canals Parkway Trail. The project also included recommendations for upgrades and replacement of underground services (watermain, storm and sanitary sewer).
