The City of Thorold offers several payment options. Please allow sufficient time for payments to reach the City by the due date or penalty and interest charges may apply.

Municipal Freedom of Information and Protection of Privacy Act

Please note: The City of Thorold has an obligation under the Municipal Freedom of Information and Protection of Privacy Act, R.S.O. 1990, to protect personal information and ensure against unauthorized disclosure. For this reason, if you are contacting the City to obtain information respecting your property, including but not limited to information respecting water, property tax, and by-law matters, City staff may request information to verify your identity to prevent against unauthorized disclosure to third parties. The City verifies identity by confirming information we have on file. City staff will only provide account information to the owner of the property, unless the owner has provided written authorization that has been documented by the applicable department.

Pre-Authorized Payment Plans

The City offers pre-authorized payment plans for your property tax and water/sewer accounts:

Plans for taxes are payments on the four instalment due dates or 11 monthly starting in Sept and ending in August (no Dec payment) and available only to the property owner
Plans for water are payments on the bill due dates and available only to the property owner

Financial Institution

For property tax and water/sewer account payments
At any financial institution in person or at an Automatic Teller Machine (ATM)
Using your financial institution's website, app or telephone service
Please use 'Thorold' as the main search keyword
Payment must be received by the City from the Bank on or before 4:30 pm on the due date. Please allow up to ten (10) working days for payment processing.

Mortgage Company (property taxes only)

Please forward notice to your mortgage company and the City Tax Department

City Hall

Located at 3540 Schmon Parkway, 8:30 a.m. to 4:30 p.m., Monday to Friday
Payment must be received by 4:30 on the due date
A mail slot is located at the front entrance of City Hall for cheque payments only; please do not leave cash in the mail slot. The mail slot box is emptied at 4:30. Payments after 4:30 on the Due Date will be subject to penalty charges.

Please enclose payment stub to ensure payment is applied to your account, and write your tax or water account number on the cheque.

Visa and MasterCard Payments

The City of Thorold accepts Visa and MasterCard payments via Paymentus, a third party automated payment service. Credit card payments can only be made online or by phone, 24 hours a day, 7 days a week. A convenience fee is charged on each transaction.

The fee, which covers payment handling and processing charges, is charged by Paymentus, an independent third party automated payment service provider for City of Thorold to accept Visa & MasterCard Payments. The City of Thorold does not receive any part of the fee.

There are two ways to pay by Visa or MasterCard:

To pay by phone please call the toll-free number 1-855-619-2400 and follow the pre-recorded instructions
To pay online please go to the Paymentus website.

Payments made by Visa or MasterCard are processed the next business day. Please ensure that your payment is made one business day before the due date to avoid any late payment charges.
