Welcome Message from the CAO

The City of Thorold is a wonderful community with a small-town atmosphere coupled with the benefits of a growing  city that is on the rise. As Canada’s 8th fastest growing municipality, the 4th fastest growing municipality in Ontario, and Niagara Region’s fastest growing municipality - the landscape of opportunity is changing, but the sense of family and home remains.

Thorold is a vibrant, ever-changing community that embraces new and innovative ways of doing business.  We are in the process of developing our new Strategic Plan. Currently, our priorities are based on four pillars that will guide our municipality forward, which include business and economic growth, community growth and infrastructure planning, inclusive safe neighbourhoods and modernized municipal service. Our employees work diligently to cultivate a culture of excellence that consistently reflects a passion for the community.  The best in class service that is provided through our staff makes the City of Thorold a  great place to live, work and play.  We strive to provide the best quality of life for our citizens every day, and we continue to adapt as necessary to meet their needs.



The Chief Administrative Officer is appointed by Council to assist in setting the direction of the municipality, by providing guidance and advice based on best practices and emerging trends in municipal government.

The CAO works closely with many community stakeholders and  Senior Management to oversee city operations, and to ensure that Council’s priorities and strategic direction are achieved. The CAO’s role is to execute the decisions of Council and to ensure the organization operates within its by-laws, policies and established regulations.
