Municipal Class EA Study: Road Extension Between Kottmeier/Merritt & Egerter/Towpath
Overview
The City of Thorold completed the Transportation Master Plan (TMP) in June 2020. The Transportation Master Plan identified the need for a new collector road between Kottmeier Road/Merritt Road and Egerter/Towpath Road as means to address higher travel demands from growth in the Port Robinson West neighbourhood.
The City of Thorold has initiated this Municipal Class Environmental Assessment (EA) to study the extension of Kottmeier/Merritt Road between Merritt Road cul-de-sacs and Egerter/Towpath Road. This study will consider population growth and overall transportation needs in Port Robinson West. This study will identify and evaluate alternative design concepts for the new roadway between Merritt Road cul-de-sacs and Egerter/Towpath Road and determine a preferred design concept(s).
The Process |
The study is being carried out as a Schedule ‘C’ project in accordance with the requirements outlined in the Municipal Engineers Association (MEA) Municipal Class EA document (October 2000, as amended in 2007, 2011 & 2015), which is an approved process under the Ontario Environmental Assessment Act. This process includes mandatory consultation with public and review agencies, evaluation of design alternatives to the undertaking, assessment and mitigation of potential effect(s) of the proposed road extension on the environment. Once the study is complete, an Environmental Study Report (ESR) will be prepared and made available for public review and comment. A Notice of Completion will be issued at that stage. |

Consultation with the public, Indigenous Nations, regulatory agencies and stakeholders is a key element of the Class EA process. A minimum of two Public Information Centres will be conducted throughout this study to solicit public input. The purpose of the first PIC is to share information about the project background Class EA Study process, and problem(s) to be addressed by this study, and to obtain preliminary input from the public on design alternatives for the new roadway between Merritt Road cul-de-sacs and Egerter/Towpath Road.
Public Information Centre #1 Date: Tuesday, March 28, 2023 Residents are invited to submit their comments in advance by viewing the presentation materials and downloading and completing the comment sheet below. Comment sheets must be emailed to any of the project team contacts or dropped off to City Hall by April 4 at 4:30 p.m.
