City of Thorold Functions during COVID-19 Pandemic

The City of Thorold takes the health and safety of our community seriously.  We are actively monitoring the evolution of Coronavirus (COVID-19) and responding accordingly.

Our decisions are guided by data and fact, and through the direction of Niagara Public Health and the Province of Ontario.

The Community Response is being led by Niagara Region Public Health and allied health agencies.

The City of Thorold's focus is putting measures in place to:

  • Protect the health of the members of the community accessing our services, using our facilities, and attending our meetings.
  • Ensure continuity of the City's critical and essential infrastructure.

Current state of services and proactive measures:

  • Activation of our partial Emergency Operations Centre with the Emergency Operations Control Group meeting once weekly and additionally as required to review status of the pandemic and measures that need to be put in place.
  • We're still here to serve you through online payment services or by phone at 905-227-6613.

  • Fire Stations - Fire Services still in operation
  • Thorold community arenas and sports fields, permits are not being issued. Contact staff regarding reservations beyond May 6, 2021.
  • Lakeview Cemetery. The Mausoleum is open by appointment only Monday-Friday, 7:00 a.m.-3:00 p.m.
  • Lock 7 Viewing Complex and Museum
  • Thorold Public Library - curbside pickup only Monday-Saturday, during regular library hours. Visit the Library website at:

Clerks Department

  • Customer Service Representatives answer the public's phone calls 905-227-6613 and emails at
  • Burial permits
  • Tenders are being accepted, view the Tender page for information regarding the deadlines/delivery
  • Website and social media 
  • Dog Licenses can be purchased via docupet
  • Council Meetings via zoom - available on Thorold's YouTube channel
  • Commissioner of Oaths - Pension Forms Only - By Appointment Only
  • Marriage Licenses - By Appointment Only 

Finance Department

  • Telephone and Email Service  for Taxes and Water: 
    • Inquiries
    • Tax Certificates
    • Customer Account Changes
    • Balances outstanding
  • In person payments are suspended.
  • Payment Options - Payment through Electronic means is available. A drop box located outside the main entrance to City Hall is also available for payments by cheque only (No Cash).
  • E-billing for Taxes and Water is available.  Email and if you wish to sign up.
  • Normal Pre Authorized Payments will proceed. 
  • Accounts payable processing will continue for any invoices submitted, and will be paid only via cheque through the mail.
  • Final Reads for Water Meters is  available for Property Sales. 

By-Law Department

  • Enforcement of Provincial regulations issued under the Reopening Ontario Act and the Emergency Management and Civil Protection Act.
  • Municipal by-law enforcement.
  • Parking enforcement to help keep our streets and fire routes safe for emergency responders and the public.

Note: Residential Rental License inspections are currently on hold, however, license applications will be accepted.

Building Department

  • New Building Permit Applications will be accepted by mail only during the time of City Hall's closure for the pandemic.
  • Building Inspections or 905-227-6613 ext. 277.

Operations Department

  • Roads, Drainage and Sidewalks - Public works staff will continue to monitor the City’s road and sidewalk network in accordance with the Provincial Minimum Maintenance Standards and respond to service requests on a “worst first” priority basis. Complaints will continue to be documented and responses provided as resources are made available.
  • City Drinking Water System and Sanitary Sewer System - City forces will continue to conduct weekly samples to ensure the drinking water system is safe and operating within the requirements of the prescribed Provincial Regulations. The sewer systems will continue to be monitored in flood risk areas as necessary.  
  • Lakeview Cemetery - The Lake view Cemetery will be open from dawn until dusk on a daily basis. The Mausoleum is open by appointment only Monday-Friday, 7:00 a.m.-3:00 p.m.
  • Tree Service - Tree service requests will continue to be accepted and recorded through the City website however staff will be responding on a safety first basis.
  • Engineering Services - Engineering Services staff will be completing development application reviews and Capital Projects as resources allow.
  • Trails, parkettes and other greenspaces are available for public use during daytime hours.  Anyone utilizing the greenspaces must adhere to Provincial and Niagara Region Public Health social distancing guidelines.

  • General Planning/Zoning Inquiries
  • Planning Act Applications - Application fees may be paid by cheque only. Cheques can be dropped off in the after-hours drop box at City Hall, or mailed to: City of Thorold, 3540 Schmon Parkway, Thorold, ON  L2V 4A7
