The City of Thorold takes the health and safety of our community seriously.  We are actively monitoring the evolution of Coronavirus (COVID-19) and responding accordingly.

Our decisions are guided by data and fact, and through the direction of Niagara Public Health.

The Community response is being led by Niagara Region Public Health and allied health agencies.

The City of Thorold's focus is putting measures in place to:

  • Protect the health of the members of the community accessing our services, using our facilities, and attending our meetings.
  • Ensure continuity of the City's critical and essential infrastructure.

Current state of services & proactive measures:

  • Activation of our partial emergency operations centre with the emergency operations control group meeting twice daily to review current state and measures that need to be put in place
  • We're still here to serve you through online payment services or by phone at 905-227-6613

Finance Department

  • E-billing for Taxes and Water is available.  Please email water@thorold.ca and taxes@thorold.ca if you wish to sign up
  • Payment Options - Payment through Electronic means is encouraged
  • Normal Pre Authorized Payments will proceed , however, there will be no penalty for withdrawing from the PAP program.  (Notification by March 24th to remove for March
  • As a means of providing relief to our residents, please be advised of the following measures:
    •  Penalties and NSF Fees waived to June 30th as follows:
      • No Penalty on Water-Sewer Bills
      • No Penalty on Current Year Taxes
      • Interest will continue to apply to arrears for prior years’  taxes
      • No NSF fees for returned payments
      • Staff will not be shutting off water for non payment
      • No Interest on Accounts Receivables
      • Council has deferred the Water/Sewer Budget 2020 rate increases until June, 2020.
  • Water bills will continue to be issued per the normal schedule
  • Accounts payable processing will continue for any invoices submitted, and will be paid only via cheque through the mail.

By-Law Department

  • Parking Enforcement to help keep our streets and fire routes safe for emergency responders and the public
  • Clean Yard By-Law related concerns
  • Property Standards By-Law related concerns
  • Enforcement of Social-Distancing will be in effect

Building Department

  • Building Inspections building.inspections@thorold.ca or 905-227-6613 ext. 277
  • Plans Examination on previously submitted building permit applications (please note that you may experience a longer than normal turn around time on building permits)
  • New Building Permit Applications will be accepted by mail, only during the time of City Hall's closure for the pandemic

Operations Department

  • Roads, Drainage and Sidewalks - Public works staff will continue to monitor the City’s road and sidewalk network in accordance with the Provincial Minimum Maintenance Standards and respond to service requests on a “worst first” priority basis. Complaints will continue to be documented and responses provided as resources are made available.
  • City Drinking Water System and Sanitary Sewer System - City forces will continue to conduct weekly samples to ensure the drinking water system is safe and operating within the requirements of the prescribed Provincial Regulations. The sewer systems will continue to be monitored in flood risk areas as necessary.  
  • Lakeview Cemetery - The Lake view Cemetery will be open fromdawn till dusk on a daily basis however all buildings including the Mausoleum are closed until further notice.
  • Tree Service - Tree service requests will continue to be accepted and recorded through the City website however staff will be responding on a safety first basis.
  • Engineering Services - Engineering Services staff will be completing development application reviews and Capital Projects as resources allow.
  • Trails, parkettes and other greenspaces are available for public use during daytime hours.  Anyone utilizing the greenspaces must maintain social distancing and are not permitted to be in groups larger than 5 people. Also, parking lots to municipal parks are closed.  Therefore any vehicles found within the parking lots can be tagged and/or towed
