This virtual portal makes it easy for Sellers/Suppliers to download solicitations documents, submit questions and upload their completed bids. This e-bidding portal provides Sellers/Suppliers the opportunity to manage and update profile information at your convenience where there’s an internet connection. This opportunity to solicit bid(s) and relevant supplier data also supports the City’s most recent Procurement Policy.

Our bid / tender opportunities process is one of the many ways the City of Thorold is committed to providing a fair, open, and transparent procurement process. Through these posted opportunities, we are ensuring the City obtains the best value for goods and services for the taxpayer, protects the City's financial interests, and encourages competitive Bidding in accordance with applicable treaties such as Canadian Free Trade Agreement and Comprehensive Economic and Trade Agreement.

Solicitation documents (Addenda, etc.) and Special Announcement of intended Procurement will continue to be advertised on the City’s bids&tenders™ page. To help Sellers/Suppliers with any additional information or become familiar with the bidding process, please visit bids&tenders™ to learn more.
Sellers/Suppliers may select various commodity codes for goods and services for which they wish to provide to the City. The Bidding System will then notify a Sellers/Suppliers by email of bid opportunities according to the commodity selected. Sellers/Suppliers are solely responsible for ensuring their Bidding System Account information is kept current.

City of Thorold Insurance Documents
These forms verify that your insurance meets the City of Thorold’s requirements and must be completed by your insurer as part of vendor onboarding.
Click the links below to access the City's three insurance forms: Standard, Professional Liability, and Contractor Certificates of Insurance. Your insurance provider must complete and sign these forms, which are the only certificates accepted by the City.
Standard Liability Form
This form is for general agreements, contracts, permits, and purchase orders where proof of liability insurance is needed. For example, if you are renting a city facility for an event or a contractor doing work for the city, you would use this form to show you have insurance coverage.
Professional Liability Form
This form applies to professionals like consultants or architects who offer specialized services to the City. It ensures they have insurance in case their advice or services cause a loss.
Contractor Certificate of Insurance
This form applies to official contracts that include the Niagara Peninsula Standard Contract Document, which sets rules and guidelines used for road and municipal construction projects in Niagara. Do not confuse this with the Standard liability form that contractors working for the City must use.

The City is committed to the accessibility principles of preventing and removing barriers in accessing goods services for people with disabilities and is bound by the Standards under the Accessibility for Ontarians with Disabilities Act, 2005 as may be amended from time to time.
Regulations enacted under the Act apply to every designated public sector organization and other third parties that provide goods and services to the members of the public.

Co-op Purchasing
The City of Thorold is a member of the Niagara Public Purchasing Committee (NPPC). The NPPC membership comprises a broad spectrum of public agencies operating within the Niagara Region, including municipalities, school boards, colleges and various other public entities that share resource efforts to procure similar goods and services through collaborative processes to recognize additional savings.
In addition to being an active member of the NPPC, the City of Thorold intends to participate annually in collaborative group buying programs with one or more of the following organizations:
- Local Authority Services (LAS)
- Canoe Procurement Group of Canada
- Ontario Education Collaborative Marketplace (OECM)
- Supply Chain Ontario (SCO)
- Canadian Collaborative Procurement Initiative (CCPI)
